The Office of Records is the primary contact for military education benefits. Please review the information below and let us know if you have any questions. The designated person to serve as the point of contact for service members at Millsaps College is Vicki Stuart. She is our School Certifying Official (SCO). GI Bill Chapters

Current (as of October 1, 2015) education rates of payment for all the GI Chapters listed below.

Chapter 33/Post 9.11 GI Bill

  • Entitled to 36 months of education benefits
  • Current rate of payment depends on percent of active duty time (based on Form 214)
  • Tuition and fees paid directly to institution
  • Monthly housing allowance on the Basic Allowance for Housing for an E-5 with dependents if at least 51%
  • An annual book stipend
  • Delimiting date: 15 years from date of separation from military
  • If this chapter is transferred to a family member, they are treated the same

Yellow Ribbon

Millsaps College is a yellow ribbon school.

Chapter 30/Montgomery GI Bill

  • Entitled to 36 months of education benefits
  • Current rate of payment based on the type of training taken, length of service, category, and if DOD put extra money in MGIB Fund (called “kickers”)
  • Tuition and fees paid to student and student then pays institution
  • Delimiting date: 10 years from last period of qualifying active duty service (at least 90 days in length)

Chapter 32/Veterans’ Educational Assistance Program (VEAP)

  • Entitlement is 1 to 36 months of education benefits depending on the number of monthly contributions from 1977 to 1985
  • Current rate of payment based on matched contributions by the Government
  • Delimiting date: 10 years from date of separation

Chapter 1606/Montgomery I Bill—Selective Reserve Benefit (MGIB-SR)

  • This is the Basic National Guard GI Bill
  • Entitled to 36 months of education benefits
  • Delimiting date: eligibility normally ends once you leave the service

Chapter 1607/Reserve Education Assistance Program (REAP)

  • Entitled to 36 months of education benefits
  • Delimiting date: can be eligible for 10 years after leaving service

Chapter 31/Vocational Rehabilitation and Employment Service (Voc-Rehab)

  • Have received, or will receive, a discharge that is other than dishonorable
  • Have a service-connected disability rating of at least 10%, or a memorandum rating of 20% or more from the Department of Veteran Affairs (VA)
  • Apply for Vocational Rehabilitation and Employment (VR&E) Services
  • Pays all

Chapter 35/Dependents’ Educational Assistance (DEA) Program

Available to the spouse, surviving spouse, or dependent child of a veteran who:

  • Is 100% permanently and totally disabled as a result of a service-connected disability
  • Died while rated as 100% permanently and totally disabled as a result of a service-connected injury
  • Died as a result of a service connected injury while on active duty
  • Was held as a POW or MIA (as determined by the Secretary of Defense) for 90 days or more (benefits end when that status ends)

Information about benefit:

  • Receive 45 months of full-time benefits
  • Spouses have 10 years from the date of the veteran’s death or 100% P&T rating to use the benefits
  • Surviving spouses of veterans killed on active duty have 20 years to use the benefits
  • Children generally have to use the benefits between ages 18 to 26

FAQs

Can I be eligible for two or more education benefits?
Yes; however, you may only receive payments for one program at a time. They can receive a maximum of 48 months of benefits under any combination of VA education programs in which qualified.

How to Apply

Veterans wanting to use their VA educational benefits for the first time should apply online at http://vabenefits.vba.va.gov/vonapp/main.asp and complete a Form 22-1990, Application for Educational Benefits, to receive a Certificate of Eligibility.

If educational benefits have previously been used, complete a Form 22-1995, Change of Program of Place of Training, online at http://vabenefits.vba.va.gov/vonapp/main.asp to receive a Certificate of Eligibility.

After your application to the VA, please submit the following items to the Millsaps College Office of Records:

  • Copy of submitted 22-1990 or 22-1995
  • Certificate of Eligibility (required—Millsaps must have)
  • Certificate of Release or Discharge from Active Duty (DD-214)
  • A printed out copy of the VA Application

Policies Specific to Service Member Students

Readmit: Millsaps allows service members and reservists to be readmitted to a program if they are temporarily unavailable to attend class or have to suspend their studies due to service requirements. This is also applicable to those service members that are temporarily unable to attend class for less than 30 days within a semester due to a Military service obligation, and when such absence results in a withdrawal under institution policies.
