The department employs a staff of trained, full-time and part-time officers to keep the Millsaps campus safe 24 hours a day, 7 days a week, 365 days a year. The department’s main office, open between 8 a.m. and 4:30 p.m., Monday through Friday, is located in New South Hall.

The mission of the Millsaps College Department of Campus Safety and Security is to protect and serve the Millsaps campus and community – students, faculty, staff, alumni and visitors.
Fostering a safe and secure campus environment is, to a degree, the responsibility of each member of the College community. However, the identification and evaluation of potential risks and carrying out measures designed to protect against these risks is the direct responsibility of the College’s Department of Campus Safety. The purpose of the Department of Campus Safety is to make it possible for all members of the Millsaps community to participate in the academic and other activities of the College in a free and open, safe and secure environment, unhampered by unreasonable internal constraints but protected to the greatest extent possible from perils to person and property that might arise from any source.

- To maintain a high level of cooperation between members of the Department and the other members of the College community

Millsaps College believes that a multi-faceted approach to safety is best. In addition to educating students, faculty and staff about safety, and asking them to play active roles in their day-to-day safety, the Department of Campus Safety and Security also includes special services, physical and technological tools, such as:

- After-hours gates, staffed and controlled 7 days a week
- Live, monitored, and recorded surveillance video
- Outdoor emergency warning system
- In-building alert bell system
- Computer-controlled card access system (with magnetic locks and door prop monitors)

- Computer-monitored burglar, duress, and fire systems

Our hope is that everyone in the Millsaps College campus community will see crime prevention as their responsibility. Crime prevention can occur when anyone takes even the smallest steps to remove or reduce the risk of a criminal act.
Below are some tips that can reduce the risk of being victimized:
- Lock your door whenever you leave your room for any length of time.
- Always lock your vehicle doors, and never leave valuables in plain sight.
- Never prop open a residence hall door.
- Do not leave valuables unattended on campus. Keep laptops, backpacks, purses, phones, etc. with you or in your view.
- Do not loan your room key or Millsaps ID to anyone.
- Do not put your name or address on your room key.
- Take all valuables with you when you leave school for extended periods, such as breaks.
- Itemize your possessions on file, recording the description and serial number. Keep a copy of the file in a safe place.
- Never let unauthorized persons into your room, residence hall or secure areas.
- Report any suspicious activity or suspicious persons on campus to Campus Safety immediately at 601.974.1234.
Reporting Crimes or Emergencies On or Off-Campus:
Millsaps College strongly encourages any victim of or a witness to a crime occurring on campus report the incident immediately to Campus Safety at 601.974.1234. Whether big or small, a crime should be reported to ensure that prompt and appropriate action can be taken.
Crimes occurring off campus should be reported to the local law enforcement agency having proper jurisdiction in the City of Jackson, usually the Jackson Police Department. If you are unsure of the proper jurisdiction, contact Campus Safety and we will assist you in contacting the proper agency.
How to report a crime:
- Standard telephones (free use) are located in all offices, in residence hall rooms, corridors and buildings about campus. From these on-campus extensions, simply dial extension 1234 to be connected to Campus Safety.
- To report a crime or emergency at any hour from your cell phone, call 601.974.1234
- To report a non-emergency issue, dial 601.974.1184.
Things to remember when reporting a crime:
- Obtain a description of the perpetrator. Attempt to obtain the sex, age, race, hair color, clothing and distinguishable features. Also attempt to obtain the vehicle information, such as a plate number, color, type of vehicle and direction of travel.
For these specific crimes/incidents:
- Sexual assault: If you are the victim of a sexual assault, report it immediately. Preserve the physical evidence. Do not bathe, douche, use the toilet or change clothing. If you have been raped, you should seek medical treatment immediately regardless of whether you report the matter to the police.
- Telephone harassment: Obscene or threatening telephone calls should be reported immediately. Other harassing phone calls should be reported if they persist. If you receive such a call, remain calm and hang up. Do not talk or try to discover who the caller is. If calling persists, keep a log of the times calls were received, what was said and a description of the caller’s voice. Do not delete text messages or erase voicemails or call logs on your cell phone.
- Bomb threats: If you know of a bomb threat, report it immediately to Campus Safety at 601.974.1234 or 601.974.1184/1180 (x1234/1184/1180 from on-campus phone lines.) Notify your supervisor or department head and wait for instructions.
Outdoor Warning System
In addition to the county-wide tornado siren for Hinds County, Millsaps College is equipped with an outdoor emergency warning system. This system is capable of emitting sirens and alert tones across the campus. Additionally, Campus Safety can send verbal messages with instructions over this system.
There are a number of distinct alert sound/sirens:
- Weather Siren (with and w/o voice warning) – typical siren wail, raising and lowering in pitch. When you hear this warning sound, go to the closest campus shelter space for severe weather (see link below for locations.)
- Campus Alert (with and w/o voice warning) – a repetitive, electronic “chirp.” When you hear this warning sound, listen for further, specific instructions to come over the outdoor system, via email, or mobile phone via Major Alert.
When you hear the siren or alert sound, please pay attention and take the warnings and instructions seriously. When the siren sounds, Campus Safety officers, Residence Life professionals, including RHDs, RAs, and Fraternity House managers, will initiate action that will require your cooperation and participation. This may include seeking shelter, gathering at particular designated locations, or simply checking your email.
In-Building Warning System
Millsaps College academic buildings are equipped with an in-building warning system, enacted in case of severe weather or other emergencies.
- Bells will sound for one minute straight to signal a tornado warning. Faculty, staff and students should move to safe shelter spaces in each building.
For Tornado Warning (not Watch)
These are proper and necessary emergency actions to be taken when a Tornado Warning has been issued by Hinds Emergency Operations and/or Millsaps Campus Safety. You will hear the emergency sirens and receive the warning verbally from Campus Safety officers and/or Resident Staff. Move to the designated area listed for your dorm/building and remain there until you receive official notice that the Warning has been lifted.
A Tornado Warning Signal Means:
A tornado has been sighted. Go at once to the designated area listed for your dorm/building. If you see or hear the tornado coming, do not wait for the Warning Signal – go to your shelter area if there is time. If not, curl up on the floor and protect yourself. Lie face down, draw your knees up under you, cover the back of your head with your hands. Use a NOAA weather radio located in various locations on campus.

- Severe Thunderstorms: Thunder, lighting, heavy rains, and strong winds
- Hail: Pellets of ice from dark-clouded skies
- Roaring Noise: Like a hundred railroad locomotives; a crashing thunderous sound

In the unfortunate event that a sexual assault does occur, on campus the victim should:
- Get to a safe place as soon as possible. Seek medical treatment immediately.
- The victim should not shower, bathe, or change clothes before seeking medical attention at one of our local hospital emergency rooms to determine the extent of her/his injuries and the possibility of exposure to sexually transmitted diseases, and to gather evidence should (s)he decide at some point to pursue criminal prosecution.
- It is best to go within the first 24 hours because the quality and quantity of evidence collected later may be diminished. The hospital emergency rooms have rape packets which are needed to gather evidence if criminal prosecution might result.
- If nonemergency medical treatment is needed, the Director of Health Services can arrange an off-campus doctor’s appointment for a victim, or the victim may see her/his own physician. All information is treated confidentially.
If an assault occurs on campus or is perpetrated by a student, contact Campus Safety by dialing 601.974.1234.
Reporting to Campus Safety Helps:
- Protect the victim and others from future victimization;
- Apprehend the alleged assailant;
Although it can be difficult to describe the experience again, doing so can help with the recovery process and is an important step in providing a safe community for the victim and others in the community. Campus Safety can take added safety precautions for the victim only if they have been made aware of an incident.
When the incident is reported, a person from the Campus Safety Department will take a statement from the victim regarding the incident which will include (but not be limited to) questions about the assailant(s), possible witnesses, the scene of the incident, and what happened before and after the events. The victim will be informed of possible on-campus and off-campus reporting options. Please understand that reporting an incident and pursuing on-campus disciplinary action or off-campus criminal action are separate, distinct steps. Campus Safety staff will keep the victim’s identity confidential other than notifying supervisors over them who will maintain confidentiality. The incident will be reported anonymously in their crime statistics. Seek counseling and emotional support. Counseling is an important part of the healing process for the victim. Having a safe, confidential setting in which to openly discuss feelings and experiences and to develop coping skills with an objective professional will generally speed up the recovery process.
The College Counselor can assist in a crisis situation and help victims address the emotions and behaviors that follow sexual assault. The College Chaplain is also available to provide emotional support to victims. These professionals are charged solely with providing emotional support and information about actions that can be taken on and off campus; they are not part of Millsaps investigative or disciplinary procedures. They are not obligated to report your experience to any other person or agency unless you are in clear and imminent danger. Both can also provide names of professionals and information on sexual assault survivor support groups (when available) if a victim would prefer to see someone off campus.
The Rape Crisis Center of Jackson has volunteers available on their 24-hour hotline to provide information and confidential counseling regarding options and actions that need to be taken (such as medical treatment). The Center also has a volunteer on call at each of the hospital emergency rooms to provide counseling through the medical treatment process. The assault victim may continue working with this volunteer counselor if s/he desires. The hospitals also have social workers available to talk with victims.
College Disciplinary Procedures
Any member of the Millsaps community who is charged with sexual misconduct may be prosecuted under Mississippi criminal statutes. Even if the criminal justice authorities choose not to prosecute, the College can pursue disciplinary action . This disciplinary action could range from probation to expulsion from the College. Additionally, the College may elect to suspend the accused during the investigation.
Millsaps has an obligation to uphold the laws of the larger community of which it is a part. While activities covered by state and federal laws and those covered by the Colleges rules may overlap, those laws and the Colleges rules operate independently and do not substitute for each other. Millsaps College may pursue enforcement of its own rules whether or not legal proceedings are underway or in prospect, and may use information from third party sources, such as law enforcement agencies and the courts, to determine whether College rules have been broken. Millsaps College will make no attempt to shield members in the College community from the law, nor would it intervene in legal proceedings on behalf of a member of the community. Membership in the Millsaps community does not exempt anyone from local, state, or federal laws, but rather imposes the additional obligation to abide by all of Millsaps College’s regulations.
Victims are encouraged to inform the College so that immediate action can be taken to protect the her/him as well as others in the College community. College disciplinary proceedings do not follow the same rigid procedures as criminal cases and discipline may be imposed upon a finding of clear and convincing evidence of violation of College rules.
Reports concerning sexual assault should be made without fear of self-incrimination concerning violations of visitation or alcohol policies. If a student has already been caught violating the visitation or alcohol policy and the violation is connected with a report of sexual misconduct, the visitation or alcohol violation remains a separate issue. If a student reports sexual misconduct and a violation of the visitation or alcohol policy was not already reported, the student cannot self-incriminate. A member of the Millsaps community who wishes the College to consider disciplinary action should contact one of the following informed College representatives:

After one of these representatives has been contacted, he must inform the President of the College that an assault has been alleged and the President will ask that a written complaint be filed. When the President receives the written complaint, he will appoint an investigative committee . This investigative committee is selected from the Sexual Misconduct Hearing Committee, which is composed of women and men who are members of the faculty and professional administrative staff (all of whom should be trained annually in the issues of sexual assault). The Dean of Students and the Director of Campus Safety will be ex officio members of the Committee.
The accuser as well as the accused will be notified by the committee of charges and asked to make a statement concerning the events. Each party, the accuser and the accused, may select her/his own advocate who is a member of the SMHC but not a member of the investigative committee. Members of this committee will question both the accuser and the accused, individually and at length, about what happened.
All proceedings of the committee will be held in confidence and the accuser as well as the accused may ask that the committee hear from someone s/he believes possesses pertinent information concerning the case. The accuser and the accused are entitled to the same opportunities to have others present during a disciplinary proceeding. After the committee hears from all critical parties, the committee makes a recommendation to the President and she, in consultation with the committee, will render a decision as to whether or not an act of misconduct occurred and what, if any, disciplinary action is to be taken. Then the Dean of Students will contact the accuser and the accused to notify them of the decision as well as any disciplinary action.
After an alleged sexual assault, the students involved may request a change of either or both the academic and living situations if such changes are reasonably available.
Criminal Investigation and Charges
The Mississippi State Code offers several classifications of rape and sexual battery, which is the equivalent charge in Mississippi to sexual assault. Additional information about legal aspects may be found in the Mississippi State Code in the reference section of most libraries.
If the victim wishes to file criminal charges against her/his assailant, Campus Safety will assist the victim in notifying the appropriate authorities. It is in the victim’s best interest for safety reasons that Campus Safety know when charges are filed by a student against anyone where the student victim’s safety or well-being may later be in jeopardy. The case would come under the jurisdiction of a county sheriff’s office or the City of Jackson, depending on where the crime occurred.
After the victim files charges, a judge must issue an arrest warrant. The assailant may be jailed at that time or released on bond if bail is allowed and made. If the victim is contacted by the assailant or feels threatened in any way, (s)he should notify Campus Safety immediately. Bail can be revoked and/or additional charges filed if an assailant takes some action against a victim who has filed charges.
A lawyer from the District Attorney’s Office in the county in which the assault occurred will be appointed to handle court proceedings. (S)he will keep the victim as informed as possible and work with her/him throughout the process. It might also be in the victims best interest to seek legal advice from a personal or family attorney. Filing or not filing criminal charges would not prevent a victim from pursuing civil tort action against the assailant for injury suffered as a result of a rape or sexual assault.

Millsaps College is committed to conducting its operations with integrity by engaging in lawful, ethical and respectful practices. For this reason, we encourage members of the campus community to make any concerns known to the college.
Whether these concerns relate to fraud or crime, security or internet abuses, fraudulent financial or business practices, violations, or ethical concerns, the doors of college administrators, supervisors and Human Resources are always open.
Occasionally, though, an employee or student has concern that he or she would like to express anonymously. For these occasions, the college has decided to participate in a service called Campus Conduct Hotline.
The Campus Conduct Hotline system is available for your use around the clock, seven days a week. Because the Hotline is operated by an independent organization, any calls made through this Hotline are completely confidential and anonymous.
Using this new reporting service is easy. If you have a question or concern about a possible violation of our Code of Conduct or employment policies, simply dial toll-free to 866.943.5787.
Once you have called the toll-free number, here is how the reporting and follow-up processes work:
- Your call will be greeted promptly and courteously by a person who makes certain you understand the Campus Conduct Hotline program and how it functions. If you prefer to make your report in a language other than English just let the person who answers know and they will arrange a translator to participate.
- At the beginning of the call, you will be provided with a five digit, randomly generated case number that you should use to check back for updates and requests for additional information. Be sure to write this number down and remember where you put it!
- You will then be interviewed about the question or concern that is on your mind.
- Your interview will not be recorded. Instead the interviewer will be typing notes of your conversation. Whether or not you choose to provide your name is completely up to you.
- Within one business-day of your call, a summary of the interview will be forwarded to the appropriate administrator at the College. Our goal will be to have a basic response back to you in five business days.
Because of the built in confidentiality, it is important that you try to be as specific as possible about the information you provide. Please be sure to call back in five business days to check to see if any additional information is needed. Alternatively, if you would like someone to contact you directly, you can leave your name, along with a phone number and when you would prefer to be called.
To repeat, at no time is any caller required to identify himself or herself and all information provided can be completely confidential and anonymous.
We are committed to maintaining the highest ethical standards at Millsaps. If you experience or observe what you believe is inappropriate behavior and are unsure what to do, we hope you will feel comfortable talking with your supervisor, a member of the college administration, or Human Resources. Vehicle Registration and Zoned Parking System
With the exception of short-term guests and visitors, all vehicles parked or driven on campus by students, faculty, or staff must be properly registered with the College and identified by the current numbered decal provided. Students must register their vehicles at the beginning of each fall semester, or the earliest date thereafter if a vehicle is brought to campus later during the semester. Registration is required for all vehicles including those borrowed or leased. The yearly decal lasts through the following spring and summer sessions. Students who may change domiciles during the year are responsible for procuring the zone decal that applies to their new residence. The decal is to only be placed on the vehicle to which it was registered. Only one current decal may be displayed on a vehicle. In the case of two immediate family relatives sharing the same vehicle with two different zone domiciles, special arrangements may be applied for through Campus Safety. Decals must be completely affixed to the lower left hand corner of the front windshield, on the driver’s side, and be displayed in an upright and externally readable manner. (Citations can be issued for improper display.)
Parking congestion on most campuses is a fact of life. Millsaps is designed as a pedestrian campus. This design is intended to minimize “inter-zone” vehicular travel by students during zone hours. Neither student work-study employment, nor varsity sports practice/games will exempt students from parking regulations.
Zoned Parking System Rules
- Enforced zone hours are from 8:00 a.m. through 4:30 p.m., Monday through Friday, during fall and spring semesters. During other times vehicles may be parked in any legitimate space (except those specifically marked with other designations such as “fire”, “reserved”, “loading”, etc.).
- Zone hours in the HAC lot ONLY have been adjusted to the following: 7:00 a.m. to 7:00 p.m., Monday through Friday.
- During zone hours, south residents are to park in lots south of the Christian Center. Additionally, south residents parking on the east side of campus must park south of John Stone House. Lots surrounding Ezelle and New South Halls are for use only by south residents during zone hours also.
- During zone hours, north residents are to park in lots north of Bacot, Sanderson, and Franklin. Additional north resident parking may be found in the HAC lot.
- The HAC lot is open to visitors, faculty, staff, and communter students during zone hours (except to south residents).
- The circular drive (Whitworth circle) from State street is reserved at all times for visitors and staff.
- Of necessity, Millsaps’ maintenance vehicles, vendors, repairmen, etc., will be allowed temporary parking in any area during the performance of their immediate job duties. These vehicles, however, should not block traffic nor cause a hazard.
- Residence Life Coordinators have specific parking spaces at their halls. Those spaces are for the RLCs only. Any other vehicles parked therein will be cited.
- Millsaps Campus Safety officers have the option of issuing citations, installing a wheel lock, or instituting a tow-away of offending out of zone vehicles.
General Parking Policies
- Parking is not allowed in reserved areas that are specifically marked as such.
- Parking is not allowed on lawns, sidewalks, nor in areas where curbs or other street surfaces are painted red, white, or yellow.
- Vehicles may not block traffic.
- The provisions of the zoned parking and registration system must be observed for all vehicles parked on campus (including commuters).
- The campus speed limit is 15 miles per hour. Unsafe driving is prohibited.
- Drivers are responsible to the College for damage to College property.
- Campus driving privileges may be revoked for cause by the Director of Campus Safety in consultation with the Dean of Students.
Parking Citation Definitions and Fines
Fines are payable in the Business Office by either check, credit card, or by charging to an existing authorized CREDIT on the violator’s student account. If paying by mail, enclose a copy of the ticket with the check or money order. The mailing address is:

Unpaid fines become part of a student’s College bill and must by paid promptly.
Citations are placed on the offending car windshield. It is possible for one to be blown away in the wind, or to have been removed by someone else. The other copy of the citations are are kept in the Campus Safety office. The violation remains valid in the system. The Campus Safety office maintains a database with all violations that are issued.
Our College administration has made clear that traffic regulations and fines apply equally to students, faculty and staff. Appropriate sanctions will be incurred by violators.
- Improper Parking $25 – Parking outside of authorized zone. Parking in a reserved space. Double parking. Placement of vehicle on sidewalks, traffic islands, lawns. Parking in areas specifically prohibited by signs and curb paintings.
- Handicap Space Abuse $100 – Unauthorized use of handicap space.
- Blocking Traffic $40 – Blockage of another legitimately parked vehicle. Street or parking lane blockage.
- Unsafe Driving Practice $50 – Speeding. Failure to stop at a stop sign. Failure to yield to other vehicle or pedestrian. Damage to College property. Driving in areas other than paved streets, lanes, or parking lots.
- Failure to Properly Display Decal $25 – Current Millsaps College decal must be displayed in the manner stated on decal back. Violation includes non-registration of vehicle and citations may continue daily until such offending vehicle is registered.
- Wheel Lock Impoundment Sum of Fines – A single particularly onerous violation, or a series of flagrant violations can precipitate the attachment of a wheel lock. In such cases all traffic fines are due immediately. Auto is released upon proof of payment.
To Avoid an Accident
- Always keep a safe distance from the car in front of you. Increase this distance even more during rainy or foggy conditions.
- Allow rude or impatient drivers to pass. Stay clear of weaving or reckless drivers; avoid passing them if possible.
In Case of an Accident
- Unless there is immediate danger of further accidents, vehicles should be left in accident position for the perusal of the investigating authority. If there is danger and no serious injuries, if possible, move your vehicles to a safe area such as a service station or well-lit parking lot. Let the other driver know what you are doing so he/she does not think you are fleeing the scene.
- Conceal and secure any valuables before exiting your vehicle.
- Write down the names, addresses, and phone numbers of all persons involved and all witnesses. Also write down their vehicle description including the license plate.
- Notify Campus Safety or if off campus, other authorities.
Students may, with legitimate reason, appeal only one citation, per semester period. Requests for appeal must be submitted within 2 weeks (14 days) of the citation issue date online at the Campus Safety webpage. The appellate will be contacted by the Office of Campus Safety, and a hearing date set. Right of appeal is forfeited after 14 days.
Reimbursement of successfully appealed parking citations will be credited to the student’s account by the Business Office.
Citations are issued in numbered sequence. The traffic officers that issue citations have no appeal or revocation authority therefore are not proper sources for verbal appeals.
Students may not possess firearms, fireworks, or any materials which may be hazardous to the health or safety of other occupants in the building. If a student is found in possession of any aforementioned items, they will be confiscated. This regulation applies campus-wide both inside and outside of buildings. Students may make arrangements with the Campus Safety staff for storage space of firearms.
Consistent with Millsaps’ mission as a quality institution of higher education, and with the College’s commitment to a safe learning and work environment for students, faculty, staff and visitors, this information is presented as a service, and in compliance with the Crime Awareness and Campus Security Act (Federal Register 34 CFR 668, Nov. 1, 1999).
The Department of Campus Safety and Security is the agency that is given responsibility for the following:
- Maintaining a secure campus environment through the prevention of crime
- Immediate and professional response to all manner of on-campus emergencies
- The gathering of reports and data related to criminal activity and non-criminal violations of campus rules and regulations
- The creation and maintenance of the computerized data base of on-campus incidents
- Investigation services
- Parking control

Reporting Procedures for Criminal Behavior and Other Emergencies
To report an on-campus crime or other emergency, members of the Millsaps community are to dial 1-2-3-4 from any on-campus phone (601.974.1234 from off-campus). Dialing this number puts the caller in direct contact with trained professional security officers who are on duty 24 hours per day. The emergency call system is equipped with auxiliary power to enable continuous functioning even during power outages and adverse weather conditions. This distinct emergency number (1-2-3-4) is published in the student handbook, the campus phone directory, and in the Jackson telephone directory.
A number of outdoor emergency call boxes are located on the campus. These phones are one-button, automatic units that do not require any additional actions (other than speaking) on the part of the caller. The call boxes connect the caller directly with the Campus Safety twenty-four-hour dispatch center.
The Department of Campus Safety and Security owns and maintains numerous fire, burglar, and panic/duress alarm systems on campus. They are monitored by an on-campus computerized central station and at off-site monitoring stations. All systems are equipped with standby power. The Department’s dispatcher has telephone contact with the Jackson Police Department at all times. Other emergency personnel can be immediately summoned in the same prompt manner.
The Department maintains both day and night supervisors on premises. Other supervisory personnel are on 24-hour call to assure prompt managerial back-up for line personnel.
The two largest medical centers in the state are located within one city block of the Millsaps campus. Both maintain excellent emergency facilities. Jackson Fire Department Station #17 sits adjacent to the east side of the Millsaps campus and gives virtually instantaneous response for both fire and medical emergencies.
Campus Safety administrative offices are located in New South Hall. Additionally, there is a dispatch/communication center staffed 24 hours per day at the north entrance to campus. Since the Campus Safety Office maintains the crime report database, any crime or potential crime is to be reported to Campus Safety. In order to procure complete information, all crime victims are to be interviewed by a member of Campus Safety.
A crime log, for public perusal, is maintained in the Campus Safety administrative office. Incidents are immediately logged upon completion of incident reports. Also, report summaries are promptly electronically distributed to college executives and appropriate offices.
Monitoring of off-campus illegal activity by students results from liaison with the local police department. The College has no off-campus Greek buildings or housing.
Annual Disclosure of Crime Statistics
The Department of Campus Safety and Security maintains an incident database that is fed from patrol officers’ initial offense/incident reports. The administrative assistant inputs the information into the database and assigns a case number. The Director of Campus Safety later compares the reports with UCR definitions and DOE reporting criteria. The required reportable occurrences are tallied for each calendar year. Police statistics for the local area are obtained through local jurisdictions. The local statistics come from police standard reporting zones contiguous to the campus. Campus judicial actions are garnered from the Student Affairs discipline officers’ database.
Access to Campus Facilities
Millsaps’ 100-acre campus is completely fenced. There are eight vehicle/pedestrian gates that are open during daylight hours. After dark all perimeter gates except two are closed and locked. The two remaining open gates are controlled entry (Millsaps car decal/ID or drivers license sign-in by visitors).
In order to assist Campus Safety officers in locating and calling students/faculty for verification of after-hours visitors, the north dispatch center is equipped with a terminal into the campus main frame computer/data base . Other than residence halls, most campus buildings and facilities are accessible to members of the campus community, guests and bona fide visitors during normal hours of business/instructional periods, seven days per week, excluding holidays.
Computerized, electronic card access control has been installed on some academic buildings and most residence halls. The system can grant/deny access and records all card system activity. Access to residence halls is limited to official residents, their guests (during specified visitation periods), and authorized college employees. Periodically, due to maintenance and other concerns, off-campus persons will be authorized to perform specific tasks within the residence halls. Such authorization should be forwarded to the offices of Campus Safety and Student Affairs. Private business solicitation is not allowed on Millsaps premises (including residence halls, academic buildings, etc.). Fast food delivery after gate closing hours is allowed only after gate sign-in of each driver/delivery person, their vehicle description recorded, presentation of appropriate identification, and listing of the destination/customer requesting the service. Food and other delivery persons are limited to residential lobbies only.
Access to residential facilities by regular vendors and contractors (soft-drink, snack machine, air filter replacement) is allowed during stated daylight hours by the use of limited access coding on special vendor cards.
Maintenance and Security of Campus Facilities
Formal surveys of campus exterior lighting are conducted periodically by both security and maintenance personnel. Officers’ shift activity reports contain sections for the reporting of failed or damaged lighting, locks, etc. Any deficiencies are reported to maintenance. Any security-related equipment deficiencies are given a high priority by maintenance supervisors.
Major lighting upgrades have provided the Millsaps community with well-lighted parking lots, pedestrian walkways, and building exteriors. Campus building exterior doors are locked, secured and checked each evening by security personnel.
Surveillance cameras are monitored on a 24-hour basis by the officers working in the dispatch center.
Campus Safety Authority and Interagency Relationships
Millsaps College is a private, rather than a public institution. As such, under Mississippi law, campus safety officers cannot be sworn law enforcement officers as would be the case at a state funded institution. However, campus safety officers undergo intense training on campus and also train at the Jackson Police weapons training facilities. That training is taught both by Millsaps training officers and by Jackson Police training instructors.
Periodic retraining and qualification is completed biannually. Officer basic training includes two weeks classroom, one week firing range, and four weeks on-the-job experience with a senior officer. Millsaps campus safety officers are well trained, uniformed, armed and supervised.
Security Awareness and Crime Prevention Programs
Crime prevention is the top priority for the Millsaps Department of Campus Safety and Security. The college not only depends on its numerous and high-tech physical security measures, but also attempts to educate the campus population in how to avoid becoming victims by taking personal measures to reduce criminal opportunity. The following educational efforts do in fact produce results:
- Freshman orientation (conducted by both the Department of Campus Safety and Security and by student affairs/housing personnel), additionally new faculty orientation is conducted by the Director of Campus Safety wherein security procedures are introduced and encouraged,
- Rape awareness/prevention/self-defense seminars presented in several venues each year (featuring both on-campus and off-campus speakers), the Rape Aggression Defense (RAD) course is taught three times per year (twelve contact hours per course) by a male and female faculty team, both holding black belt martial arts degrees,
- Residence Life Staff training,
- Student Patrol and Safety escort service,
- Standardized uniforms and identification of all maintenance, housekeeping, groundskeeping and other service personnel who work on campus,
- Direct liaison (through Student Affairs) with the Interfraternity Council, the Panhellenic Council, and the officers of the Student Body Association gives the advantage of preventing many problems before they occur,
- Student Body Association (SBA) Security Committee provides student input and information to the Department of Campus Safety as well as provide students the opportunity to participate in an appeals process for traffic violations,
Special Notices: In case of a serious crime or breach of campus safety, special notices are broadcast over the campus-wide computer system, with e-mails to every member of the Millsaps community, containing a timely warning of any serious crimes against persons on campus or in nearby areas. Descriptions of suspects, crime location, and preventive measures are presented.
